I’m pretty sure I know exactly what happened. Guys unfamiliar with the rig, no water supply, got the blade hot and bound it up. It’s easy to do. “Eh, fuck this, the cut’s about done.” Swap to spare blade, do other cuts until bound up again, then abandon the other blade. Might even have been a rented saw. You noticed the remark that it took special tools to remove? Probably a jackhammer, particularly if the blade got glued in place with semi-melted asphalt.

Remember, their job was probably to make the cuts to make it possible for the crew following to lift the section with a digger. There’s a lot of subcontractor specialization, and this one apparently had no fucks to give. Probably assumed whoever was lifting the section could deal with the stuck blades... except that subcontractor was probably scheduled for another day, with the lane open in the meantime.
